Case Study

National Summit on Canadian Economic Francophonie

As the economic recovery is underway, Canada’s economic Francophonie aims to find its place and actively contribute. To this end, the Réseau de développement économique et d’employabilité (RDÉE Canada) decided to organize a National Summit to bring together key stakeholders from Canada’s economic Francophonie space, in order to take stock, reflect on the issues and challenges, and propose solid solutions.

With the urgency of the economic recovery in mind and the importance of Canada’s economic Francophonie within it, RDÉE Canada sought to organize an event that would foster consensus among stakeholders in economic development and French-language entrepreneurship in Canada.

Challenges

  • After 25 years of existence, RDÉE Canada’s public profile outside the official languages ecosystem needed to be further developed.
  • Promoting the event beyond the ecosystem was challenging, particularly during the COVID-19 situation.
  • RDÉE Canada’s network is vast and can be difficult to control and navigate. Achieving consensus across many stakeholders is also challenging, which can lead to a lack of cohesion.

Objectives

  • Hold at least five meetings with relevant public office holders prior to the National Summit.
  • Position the National Summit as a prominent event.
  • Produce a White Paper within six months after the National Summit, including a roadmap of actions.

Strategic Directions

The Summit was designed to reflect the diversity of Francophone sectors by including political figures, business leaders, media representatives, academics, public servants, and media personnel. Additionally, to enhance the credibility of the event, efforts were made to secure financial partnerships beyond the usual circles.

After developing communication tools for RDÉE Canada, TACT positioned the organization with elected officials and their staff to build the network’s credibility. RDÉE Canada’s members were consulted and mobilized to develop strong and clear positions, from which we were able to express our views and submit coordinated policies. To stay aligned with the mindset of public decision-makers, RDÉE Canada’s key messages were highlighted by seizing media and political opportunities.

A partnership plan was also created and distributed to approximately forty potential partners. Special attention was given to organizing the National Summit, including the selection of speakers, panelists, and invited elected officials. A communication plan was created for the event to position RDÉE Canada on social media and within its ecosystem ahead of the Summit. Our team also supported RDÉE Canada in drafting the White Paper following the Summit.

Results

8

meetings with relevant public office holders were held

The positioning of RDÉE Canada ahead of the National Summit was critical to the event’s success: eight meetings with relevant public office holders were held, and RDÉE took public stances on various current issues, which highlighted the organization’s work. An article about the event was also published in La Presse in September 2022.

The support from 14 distinct financial partners (sponsors), Minister Mona Fortier’s speech, the diversity of participants from political, administrative, academic, and business sectors, and the proposed conferences and panels contributed to making the event a success.

The swift publication of a White Paper in February 2023, outlining the recommendations from the National Summit, provided a clear roadmap for the development of Canada’s economic Francophonie growth over the next five years.
