One of Quebec’s leading experts in strategic counselling, public affairs and public opinion campaigns François also has an outstanding track record in crisis management and building social acceptance for projects. The credibility he has developed over more than 25 years in the business stems from his ability to tackle issues with the ingenuity and critical distance that make all the difference.
For years he has enjoyed excellent relationships with major companies and institutions such as Valero Energy (Ultramar), Énergir, Labatt and Port of Québec.
Before founding TACT in fall 2011, he was vice president and general manager of HKDP, the firm he co-founded in 1986 under the name Ducharme Perron. Previous to that, he worked as a political assistant in the office of the premier of Quebec after completing his studies in political science and sociology at Université Laval.
François chaired the Board of Trade and Industry of the Metropolitan Québec’s board of directors from 1999 to 2000 and currently sits on a number of boards of directors.
With more than 20 years’ experience in public affairs and communications, Daniel is a seasoned strategic advisor and project manager. He has an in-depth understanding of the issues that affect businesses with respect to media coverage and the decisions made by governments.
Daniel’s expertise is put to good use by companies such as Salesforce, St-Hubert, Labatt, Couche-Tard, Énergir and Merck, to name a few. He prides himself on always being available to his clients. Daniel also made his mark by spearheading the campaign that led to legislative changes allowing grocery stores to extend their opening hours.
Daniel, who holds a bachelor’s degree in Political Science from Université Laval and was awarded a scholarship from the Fondation Jean-Charles-Bonenfant, has worked in public affairs since 1996. Initially Director, Government Affairs, with Ducharme Perron Communication et Affaires publiques, he went on to head the Montreal office of HKDP communications and public affairs. As such, he oversaw the agency’s operations and particularly its growth and expansion until 2011.
Daniel is very involved in his community. Most notably, he has seated on the board of the Québec YMCA Foundation since 2013. He was also president of the Alliance des cabinets en relations publiques du Québec between 2004 and 2006 and 2016 to 2018.
Daniel is a co-founder of TACT.
Recognized for her ability to identify and seize opportunities, Sandra is a skilled strategist who is capable of delivering sensitive and complex mandates under pressure while providing high-level strategic advice on public, government and foreign affairs.
Sandra has extensive experience in federal politics. Indeed, she began working on Parliament Hill in February 2016 and continued her work there until last December. Since September 2020, she had been acting as the Chief of Staff to Minister Mélanie Joly (Economic Development and then Foreign Affairs). Sandra has a deep understanding of the players, dynamics and mechanisms in place within the federal government. Before entering the world of politics, she worked as a public relations consultant and as a senior communications advisor for the AQCPE and CHUM. She was also an editorial journalist for Radio-Canada.
Sandra holds a master’s degree in Communications from UQÀM.
A pharmacist, pharmacoeconomist and pharmacoepidemiologist, Dr. Dan Cooper is passionate about science and population health. His rigour and global vision of the issues surrounding access to health innovations have allowed him to acquire a solid reputation in the world of drug and technology assessment. Dan's analytical skills and expertise in establishing reimbursement and market access strategies are recognized at all levels of drug evaluation, including the negotiation of listing agreements. He offers a highly personalized and results-oriented service that allows him to maintain long-term relationships of trust with his clients.
Prior to joining TACT, Dan ran his own drug evaluation and pharmacoeconomic consulting firm, COOPERx Strategies Inc. and is the founder of the continuing education platform on optimal drug use, USOPRx.com, for healthcare and drug industry professionals. He also has a wealth of experience acquired through his responsibilities as a pharmacist and senior advisor in pharmacoeconomics at the Institut national d'excellence en santé et en services sociaux (INESSS), where he worked for nearly 10 years. During his years at the INESSS, he was responsible for pharmacoeconomic analyses and the review of the opinions formulated by the Institute for the Quebec Minister of Health and Social Services. In particular, he coordinated the revision of the evaluation frameworks for cancer drugs and those used for the treatment of rare diseases. Dan has also worked with the Canadian Agency for Drugs and Technologies in Health (CADTH) as a pharmacoeconomic expert. He still maintains academic collaborations; notably as the person in charge of an introduction to pharmacoeconomics course at Université Laval.
Dan developed his expertise in clinical and pharmacoeconomic analysis of drugs during his master's and his Doctor of Pharmacy degrees, as well as during a postdoctoral research experience in oncology pharmacoeconomics. He also completed professional negotiation training at Harvard University, which broadened his skills in the drug price negotiation process.
Luc is known for his outstanding analytical skills and his talent for communication. Whether in the role of advisor, elected representative or commentator, he has always excelled at identifying problems and proposing the best solutions. His vast political experience, notably as a minister, gives him intimate knowledge of the government's inner workings.
He entered Quebec's Parliament Hill in 2006, first as a political advisor, press secretary and general communications advisor for 2014 in the Sherbrooke riding. He held various ministerial positions in culture and communications, in the protection and promotion of the French language, as well as in family. He was also the minister responsible for the Estrie region. Passionate about current affairs, he then became president of Mainstreet Quebec, as well as a political columnist for several media outlets. All this while being the proud father of four children!
Luc holds a master's degree in political science from the University de Montréal.
A keen observer of public affairs, Jonathan excels in crafting and executing strategies to help clients position themselves within their social and political environment. His understanding of societal, media and government landscapes makes him a top-notch strategic adviser.
After completing his university studies, Jonathan spent nearly seven years as a public and government affairs consultant. During this period, he provided support to clients in such diverse sectors as environment, health, natural resources and information technologies. In the fall of 2010, he accepted a position in the office of Quebec’s Minister of Sustainable Development, Environment and Parks, where his talent rapidly earned him a promotion to deputy chief of staff. But the call of his first vocation was strong, and in summer 2011, he accepted an invitation to help launch a new communications agency led by some of the leading lights in the industry. Returning to his first love, he joined the TACT team, bringing with him a newly refined and sophisticated approach.
Jonathan holds a bachelor’s degree in political science and a specialized diploma (DESS) in public affairs and lobbying, a joint program offered by Laval University in Quebec City and Institut d’Études Politiques in Bordeaux, France. Jonathan is also Chair of the council of the Quebec City Junior Chamber of Commerce and a member of the Executive Council of Regroupement des jeunes chambres de commerce du Québec (RJCCQ).
Over the past 25 years, Frédéric has made his mark mainly in the energy sector in sustainable development and public and government affairs. He is adept at navigating sensitive environments and is known for his sharp analysis of the business context and strategic thinking. He excels at building relationships of trust with stakeholders, enabling him to build consensus and resolve complex situations.
In particular, he lends his expertise to the implementation of major infrastructure projects, the development of sustainable development strategies and plans, and the creation of public policies related to the energy transition. Frédéric has worked at Énergir, where he held positions such as Renewable Energy Project Manager and Vice-President. He has also been active in political and associative circles. Frédéric holds a master’s degree in corporate social responsibility from Nottingham University Business School, UK. He was a member of working groups for the development of the Quebec government’s Plan for a Green Economy and of the advisory committee for the City of Montreal’s climate plan. He was also co-president of Switch, the Alliance for a Green Economy, and a board member of the Conseil patronal de l’environnement du Québec.

He has been involved in his community, serving for two years as Vice Chair of the Board of Directors of Tribut Triathlon, a non-profit organization promoting triathlon and healthy lifestyles.

He has previously sat on various boards including those of the Québec City Symphony Orchestra, J’ai ma place, Pignon Bleu, and Rouge et Or – Alpine skiing. He holds a Bachelor in Public Communication, Major in Public Relations, from Université Laval.

Florence is currently completing a PhD in political science at Université de Montréal. Her research focuses on the political representation of seniors in the context of an aging population.

Kat possesses multidisciplinary expertise in research and federal politics. Among other roles, Kat has worked in the office of a senator. Their advisory role in parliamentary affairs allowed Kat to draft speeches, conduct legislative analyses, and assess the social impact of proposed bills. Kat has undertaken various research projects, consistently emphasizing the practical implications of their findings. Kat’s doctoral thesis focuses on gender in municipal politics and led to creating the first-ever database of Canadian mayors to include gender information and their social media profiles. This work revealed significant gender gaps in the proportion of women mayors, their use of social media in their roles, and their municipal political experience. Kat holds a PhD in Political Science from the University of Montreal, a Bachelor’s degree in Music and a Master’s degree in Communications from the University of Ottawa. Kat’s unique background includes performing as a violinist and violist with the Ottawa Symphony Orchestra.
With a keen ability to synthesize information and a sharp sense of political judgement, Justin brings critical thinking and pragmatism to every project he tackles. Justin developed many of his skills through his experience in provincial politics. Between 2019 and 2024, he held various positions in two political offices, including the last three years with the Minister of Agriculture, Fisheries and Food. In previous roles, he served as a political advisor and press attaché, notably overseeing files related to food policy and fisheries. His in-depth understanding of political and administrative processes makes him a seasoned advisor in government relations. Justin holds a master’s degree in Public Affairs with concentration in Public Administration and a double bachelor’s degree in Economics and Political Science from Université Laval. During his studies, he was a member of the Research Group on Political Communication. He also currently serves on the Board of Directors of the Alumni Association of Collège de Lévis.

A lawyer by training, Vincent worked in an international law firm before joining TACT. With this experience, he has developed a good knowledge of the legal issues and the legislative and regulatory framework specific to several sectors, particularly in the field of infrastructure and transportation. His experience practising law has given him the opportunity to build trusting relationships with clients, including government agencies. He also developed his ability to work under pressure and to prioritize. Vincent holds a bachelor’s degree in law and a minor in political science from the Université de Montréal. During his university career, he was involved with various organizations, including the non-profit association Option consommateurs as part of a community internship. He has been a member of the Quebec Bar since 2021.
As a motivated person who never shies away from a challenge, Charles Philippe puts all his energy into achieving his objectives and delivering thorough work. Charles Philippe has a few years of experience in politics, notably in the constituency office of a federal elected official. He also served as campaign manager for a mayoral election. Charles Philippe has a bachelor’s and master’s degree in Political Science from Université de Sherbrooke. Maxime holds a bachelor’s degree in public communications from Université Laval, where he was heavily involved in a number of university committees and competitions.

As Senior Vice President of Communications for the Canadiens until 2018, Donald successfully orchestrated media relations, communications and community outreach for one of the most recognized sports brands in all of professional sports. He played a key role in organizing the 2009 Canadiens Centennial celebrations and the national funerals of hockey legends Maurice Richard and Jean Béliveau. More recently, he has lent his experience and advice to the Quebec Major Junior Hockey League (QMJHL).
Prior to joining the Montreal Canadiens, Donald Beauchamp worked with Hockey Canada from 1985 to 1993 as Director of Communications and Marketing, including for the Calgary, Albertville and Lillehammer Winter Olympic Games. Lieutenant-General (retired) Yvan Blondin served a 35-year career in the Canadian Armed Forces, primarily within the Royal Canadian Air Force (RCAF), before moving into the Canadian aerospace industry. His combined military and industry experience provides him with unique expertise and an extensive network.
He offers valuable insight for understanding, analyzing, and interpreting the evolution of Canadian military requirements as well as the political and bureaucratic influences shaping the nuances and challenges of procurement programs within Canada’s new defence industrial strategy. Lieutenant-General Blondin developed advanced expertise in aerospace defence, beginning as a CF-18 fighter pilot. He also demonstrated outstanding leadership through a series of operational and strategic command positions. Over the course of his military career, he served as CF-18 Squadron Commander, as Commander of Bagotville Base in Saguenay, as head of national and international air operations (the RCAF’s “VP of Operations”), before being appointed Chief of the Air Staff and Commander of the RCAF from 2012 to 2015. His years of leadership allowed him to build a strong operational vision within a leading military force, extending to the highest levels of military, governmental, and political decision-making. Since leaving the Canadian Armed Forces, he has served as a strategic advisor to several major players in Canada’s defence and aerospace industry.

He has over 35 years’ professional experience, including more than 20 years in the senior public service as General Manager, notably in the energy, environment and economic sectors.
Over the course of his career, Louis has overseen several major strategic public policies and numerous bills. His stints in key positions in the departments of the executive council, economy, finance and environment have given him a broad vision of the major issues in these fields, and an in-depth knowledge of the workings of government. For the past ten years, he has served as Director General, Electricity and Renewable Energy Development, at the Quebec Ministry of Energy and Renewable Resources, then at the Quebec Forest Industry Council, where he led the energy transition file. Louis holds a master’s degree in science from the Institut national de la recherche scientifique. He has sat on a number of boards, most recently those of Collaboration santé internationale, which works in the field of humanitarian aid, and Escapades musicales de la Cité, which presents the annual Vibrances chamber music festival in Quebec City at the end of summer.

He is still active in the pharmaceutical industry with over 30 years of experience in a wide range of therapeutic areas. Martine Hébert is an economist and former Quebec diplomat recognized by key players in economic development, policymakers, and the media. Martine has built her career within prominent public and private organizations in both Quebec and Canada. A credible and influential communicator, she frequently appears as a commentator and expert in national and local media. Since 2025, she is also a Senator at the Canadian Senate. Geoffrey Kelley has an informed and true view of situations and issues thanks to his impressive political track record. Geoffrey Kelley served as Minister of Aboriginal Affairs for nearly 8 years overall, including from 2014 to 2018. He also chaired the Special Commission on the Question of Dying with Dignity (2010-11), the Education Commission (2003-2005) and the Public Administration Commission (1999-2003).
