Pierre Hamel

A lawyer specializing in the construction sector, Pierre began his career in civil and commercial litigation, working in a prominent Montreal law firm. He then spent 25 years leading the legal and government affairs of the Association de la construction du Québec (ACQ), the largest employer association in Quebec’s construction industry.
In government relations, Pierre boasts an impressive track record: he participated in over thirty parliamentary committees and served as counsel for the ACQ during the Charbonneau Commission. He also worked closely with CIRANO to develop and implement a specific integrity program for the construction industry—an initiative recognized by the UN and the Basel Institute in Switzerland, as well as by Canadian Inhouse Lawyer magazine, which awarded him the INNOVATIO prize. In 2021, Pierre was named one of Canada’s 25 most influential lawyers by Canadian Lawyer Magazine.
In addition to his exceptional knowledge of the construction sector, its stakeholders, and its employer-union dynamics, Pierre has extensive experience with federations and associations at both the federal and provincial levels, bringing together a diverse range of actors with varying interests and governance structures.
A member of the Quebec Bar since 1982, Pierre holds a Bachelor of Laws from the Université de Montréal.
