One of Quebec’s leading experts in strategic counselling, public affairs and public opinion campaigns François also has an outstanding track record in crisis management and building social acceptance for projects. The credibility he has developed over more than 25 years in the business stems from his ability to tackle issues with the ingenuity and critical distance that make all the difference.
For years he has enjoyed excellent relationships with major companies and institutions such as Valero Energy (Ultramar), Énergir, Labatt and Port of Québec.
Before founding TACT in fall 2011, he was vice president and general manager of HKDP, the firm he co-founded in 1986 under the name Ducharme Perron. Previous to that, he worked as a political assistant in the office of the premier of Quebec after completing his studies in political science and sociology at Université Laval.
François chaired the Board of Trade and Industry of the Metropolitan Québec’s board of directors from 1999 to 2000 and currently sits on a number of boards of directors.
Whether the assignment involves public affairs, media relations, or issues management, Manon can skillfully combine all the pieces required to devise a comprehensive plan of action. By listening to her clients and clearly understanding their needs, she can design strategies that help them reach their goals.
Boasting some 20 years of experience, she has solid communications expertise in the political, association, and private sectors. She has held a number of leadership positions, where she learned to develop a strategic approach, set priorities during emergencies, and settle difficult situations quickly and tactfully. She works primarily in business communication, mainly in the agrifood industry.
Manon also has a wealth of experience in government and politics thanks to over 10 years of involvement in the federal and provincial political systems.
Her community involvement includes sitting on the board of directors of Montréal International and Investissement Québec.

With more than 20 years’ experience in public affairs and communications, Daniel is a seasoned strategic advisor and project manager. He has an in-depth understanding of the issues that affect businesses with respect to media coverage and the decisions made by governments.
Daniel’s expertise is put to good use by companies such as Salesforce, St-Hubert, Labatt, Couche-Tard, Énergir and Merck, to name a few. He prides himself on always being available to his clients. Daniel also made his mark by spearheading the campaign that led to legislative changes allowing grocery stores to extend their opening hours.
Daniel, who holds a bachelor’s degree in Political Science from Université Laval and was awarded a scholarship from the Fondation Jean-Charles-Bonenfant, has worked in public affairs since 1996. Initially Director, Government Affairs, with Ducharme Perron Communication et Affaires publiques, he went on to head the Montreal office of HKDP communications and public affairs. As such, he oversaw the agency’s operations and particularly its growth and expansion until 2011.
Daniel is very involved in his community. Most notably, he has seated on the board of the Québec YMCA Foundation since 2013. He was also president of the Alliance des cabinets en relations publiques du Québec between 2004 and 2006 and 2016 to 2018.
Daniel is a co-founder of TACT.
Recognized for her ability to identify and seize opportunities, Sandra is a skilled strategist who is capable of delivering sensitive and complex mandates under pressure while providing high-level strategic advice on public, government and foreign affairs.
Sandra has extensive experience in federal politics. Indeed, she began working on Parliament Hill in February 2016 and continued her work there until last December. Since September 2020, she had been acting as the Chief of Staff to Minister Mélanie Joly (Economic Development and then Foreign Affairs). Sandra has a deep understanding of the players, dynamics and mechanisms in place within the federal government. Before entering the world of politics, she worked as a public relations consultant and as a senior communications advisor for the AQCPE and CHUM. She was also an editorial journalist for Radio-Canada.
Sandra holds a master’s degree in Communications from UQÀM.
A pharmacist, pharmacoeconomist and pharmacoepidemiologist, Dr. Dan Cooper is passionate about science and population health. His rigour and global vision of the issues surrounding access to health innovations have allowed him to acquire a solid reputation in the world of drug and technology assessment. Dan's analytical skills and expertise in establishing reimbursement and market access strategies are recognized at all levels of drug evaluation, including the negotiation of listing agreements. He offers a highly personalized and results-oriented service that allows him to maintain long-term relationships of trust with his clients.
Prior to joining TACT, Dan ran his own drug evaluation and pharmacoeconomic consulting firm, COOPERx Strategies Inc. and is the founder of the continuing education platform on optimal drug use, USOPRx.com, for healthcare and drug industry professionals. He also has a wealth of experience acquired through his responsibilities as a pharmacist and senior advisor in pharmacoeconomics at the Institut national d'excellence en santé et en services sociaux (INESSS), where he worked for nearly 10 years. During his years at the INESSS, he was responsible for pharmacoeconomic analyses and the review of the opinions formulated by the Institute for the Quebec Minister of Health and Social Services. In particular, he coordinated the revision of the evaluation frameworks for cancer drugs and those used for the treatment of rare diseases. Dan has also worked with the Canadian Agency for Drugs and Technologies in Health (CADTH) as a pharmacoeconomic expert. He still maintains academic collaborations; notably as the person in charge of an introduction to pharmacoeconomics course at Université Laval.
Dan developed his expertise in clinical and pharmacoeconomic analysis of drugs during his master's and his Doctor of Pharmacy degrees, as well as during a postdoctoral research experience in oncology pharmacoeconomics. He also completed professional negotiation training at Harvard University, which broadened his skills in the drug price negotiation process.
A recognized expert in digital communication and data-driven strategies, Sébastien uses his keen understanding of technology and extensive experience in complex business environments to offer his clients impactful solutions. His expertise is put to good use in public affairs, crisis management, marketing communications and reputation management. He is one of only a handful of public relations professionals in the country specializing in data issues and is CIPP/C (Certified Information Privacy Professional) certified.
Prior to joining TACT, he was vice-president of a firm specializing in advanced analytics and artificial intelligence, which he helped evolve, in 4 years, from a start-up to a Canadian leader in the field. Sébastien was also a senior strategist for digital and data enhancement during Justin Trudeau's 2015 and 2019 election campaigns, in addition to having played the same role during many other campaigns in Canada and worldwide.
A graduate in political science, he holds a certification in corporate governance and is a Chartered Director (C. Dir.). Sebastien is Chairman of the board for the Espace pour la vie Foundation (Biodôme, Biosphère, Insectarium, Botanical Garden and Planetarium) and has been a member of the board of directors of Opération Enfant Soleil for several years.
Luc is known for his outstanding analytical skills and his talent for communication. Whether in the role of advisor, elected representative or commentator, he has always excelled at identifying problems and proposing the best solutions. His vast political experience, notably as a minister, gives him intimate knowledge of the government's inner workings.
He entered Quebec's Parliament Hill in 2006, first as a political advisor, press secretary and general communications advisor for 2014 in the Sherbrooke riding. He held various ministerial positions in culture and communications, in the protection and promotion of the French language, as well as in family. He was also the minister responsible for the Estrie region. Passionate about current affairs, he then became president of Mainstreet Quebec, as well as a political columnist for several media outlets. All this while being the proud father of four children!
Luc holds a master's degree in political science from the University de Montréal.

After completing his university studies, Jonathan spent nearly seven years as a public and government affairs consultant. During this period, he provided support to clients in such diverse sectors as environment, health, natural resources and information technologies. In the fall of 2010, he accepted a position in the office of Quebec’s Minister of Sustainable Development, Environment and Parks, where his talent rapidly earned him a promotion to deputy chief of staff. But the call of his first vocation was strong, and in summer 2011, he accepted an invitation to help launch a new communications agency led by some of the leading lights in the industry. Returning to his first love, he joined the TACT team, bringing with him a newly refined and sophisticated approach.
Jonathan holds a bachelor’s degree in political science and a specialized diploma (DESS) in public affairs and lobbying, a joint program offered by Laval University in Quebec City and Institut d’Études Politiques in Bordeaux, France. Jonathan is also Chair of the council of the Quebec City Junior Chamber of Commerce and a member of the Executive Council of Regroupement des jeunes chambres de commerce du Québec (RJCCQ).

Éric boasts over 25 years of experience in media and political environments. At TACT, he supports numerous clients across various economic sectors, including agri-food and natural resources. His career was built over nearly 20 years of working alongside multiple Quebec elected officials and several Quebec premiers, serving as a political advisor, press secretary, communications director, and chief of staff. As a partner at TACT, Éric has a background in public communication. He leverages his expertise in service to the community, notably serving as a board member for the Québec Food Banks network.Pascal has gravitated to the highest levels of decision-making as a political advisor in the office of the Premier of Quebec successively for Lucien Bouchard, Bernard Landry and François Legault. He actively participated in the founding of the Coalition avenir Québec, writing all the party's platforms until the election victory in 2018.
As a member of the transition team and then Director of Strategic Planning, he was at the table for the major decisions made during the first mandate of the Legault government. He was also a principle strategic advisor to the health minister for the development of the Dubé Health Reform Plan (Plan Dubé). Over the years, Pascal has also held various senior management positions in the health and social services network, including at Maisonneuve-Rosemont Hospital as the institution's spokesperson. In addition to having a degree in public communications from the University Laval, Nadia actively contributes to the advancement of communications professionals. She is active within her community having served on the boards of the Mobilys Foundation, Moisson Montréal, and the Société des célébrations du 375e de Montréal and volunteering for various organisations such as the Montreal Cancer Institute and the Fondation du Pensionnat Saint-Nom-de-Marie.

Simon Poitras is a co-founder of La Ruche, a crowdfunding platform focussing on entrepreneurship launched in 2013. He also is president of the Board of directors of the Mont-Sainte-Anne Ski Club. He has previously sat on various boards including those of the Québec City Symphony Orchestra, J’ai ma place, Pignon Bleu, and Rouge et Or – Alpine skiing. He holds a Bachelor in Public Communication, Major in Public Relations, from Université Laval.

Patrice Servant is a speech writing and public argument specialist. Since the late 1990s, he has written more than 2,000 speeches that have made headlines, both in the political and business worlds. Her professional career has previously taken her to Énergir and Biron Groupe Santé. She has developed skills in crisis management, public affairs, and marketing communication as well as in advisory role to senior management. She also had the opportunity to set up an in-house corporate communications function. Geneviève holds a Bachelor's degree in Public Communication, specializing in Public Relations, from Université Laval, as well as a Master's degree in Management Sciences (M. Sc.) with a specialization in Marketing, from HEC Montréal. For several years, she has been involved in the cause of children and the fight against the poverty circle. She has been a member of the board of directors of Big Brothers Big Sisters of Greater Montreal.Jay is a seasoned strategist best known for his ability to develop long-term strategies and integrate short-term tactics. He has over 20 years of experience in the public and private sectors at the federal and provincial levels and has participated in more than 30 electoral campaigns across Canada. Jay has held positions as Executive Assistant and Director of Communications at the International Trade and the Treasury Board offices in Ottawa. He also took on an advisory role and worked with various elected officials on Parliament Hill. Originally from British Columbia, he would return home years later, and, from 2012 to 2017, he served as Chief of Staff to the former Premier. There, he oversaw various portfolios including international and interprovincial trade, transportation, technology and agriculture. Based in Ottawa with his family, Jay has also worked in government relations, notably for a nation-wide industry association before joining TACT.
Fluently bilingual, Jay is a graduate of the Bissett School for Business at Mount Royal University in Calgary and holds the Chartered Insurance Professional Designation from the Insurance Institute of Canada. Outside of work, he is a trained sommelier, a keen golfer and skier, and occasionally plays extras in movies and on television.
Eva lives and breathes politics, and she is always up for informed debates on current issues. Her intellectual rigour makes her a calm, serious tactician who offers strategic options to clients. Versatile and open-minded, Eva quickly identifies and grasps the key issues in any given situation.
Through her wealth of experience, Eva became a skilled researcher and political staffer. After supporting the office of a minister of Natural Resources and Wildlife, she worked for two ministers responsible for Aboriginal Affairs. She was then recruited by PartiRep, a Belgian research project, to work on a study that focused on the 2014 Belgian and European elections. Eva missed politics, so she became the communications manager of a first-rate candidate during the 2015 federal election, making the most of her ability to work under pressure and her organizational and media positioning skills.
Eva holds a master’s in political science from McGill University and received a bachelor’s degree with honours in political science from Université Laval. She authored some 15 academic articles and presentations on voting behaviour that were well received in Europe and Canada. Very involved in her community, she volunteers with several Montréal organizations and sits on the board of the Y des femmes de Montréal (YWCA) as president. She is also the president of an organization promoting biodiversity in cities, Nouveaux Voisins. During his professional, he held several positions in multiple political offices, including serving as an advisor to the Leader of the Official Opposition at the National Assembly, the Minister of Agriculture of Canada, the Minister of National Revenue, and the Minister of Economic Development of Canada.
Over the past few years, Jeremy has led public affairs mandates for several major organizations, notably in the sports sector such as Tennis Canada, Freestyle Canada, the Canadian Hockey League, the Canadian Ski Instructors' Alliance, and the Montreal Sports Council.
