Pascal has gravitated to the highest levels of decision-making as a political advisor in the office of the Premier of Quebec successively for Lucien Bouchard, Bernard Landry and François Legault. He actively participated in the founding of the Coalition avenir Québec, writing all the party’s platforms until the election victory in 2018.
As a member of the transition team and then Director of Strategic Planning, he was at the table for the major decisions made during the first mandate of the Legault government. He was also a principle strategic advisor to the health minister for the development of the Dubé Health Reform Plan (Plan Dubé). Over the years, Pascal has also held various senior management positions in the health and social services network, including at Maisonneuve-Rosemont Hospital as the institution’s spokesperson.
His experience covers virtually every facet of the communications profession: public relations, speech writing, public document design, conference facilitation and spokesperson training.
